A meeting of representatives of Kazakhstan Housing Company JSC with developers of the region took place today at the site of Chamber of Entrepreneurs of Aktobe region.

The event was organized to inform about the mechanisms of guaranteeing shared-equity housing construction and subsidizing loans of private developers through Kazakhstan Housing Company JSC, as well as to consider recommendations for eliminating typical errors when applying for guaranteeing and to develop proposals for additional measures to stimulate housing construction.

From January 21, 2023, amendments have been made to the Order of the Minister of National Economy of the Republic of Kazakhstan dated September 30, 2016 No. 432 “On approval of the Rules for consideration of documents on project for construction of an apartment building to conclude a guarantee agreement” in terms of reducing the list of documents provided by developers to obtain a guarantee from Single operator.

“In the 1st quarter this year, we have made amendments to the Order and reduced the documents by 2 times! There used to be 43 documents! Now we are accepting applications for obtaining a guarantee of KHC only online, through the portal, which greatly simplifies the procedure, as well as reduces the time for consideration of the application. Developers can track the status of their application through their personal account at any time – a “digital footprint” remains everywhere.

Now we are working on reducing the legal “input” requirements for developers to develop three legal ways to attract shareholders. However, we also intend to upgrade the penalties for those companies that violate the law and continue to attract the funds of shared construction participants through various investment, reservation, pre-sale agreements,” Olzhas Salykov, Deputy Chairman of the Board of JSC KHC, said at the meeting.
