We hereby inform the stakeholder that in order to improve, increase transparency and publicity of the procurement process, Kazakhstan Housing Company JSC switched to an electronic procurement format. In accordance with the Rules for procurement of goods, works, services approved by the order of the Minister of Finance of the Republic of Kazakhstan dated 30.11.2021 No. 1253, all procurements of the group of companies of NMH “Baiterek” JSC are carried out on the Eurasian Electronic Portal at: https://eep.mitwork.kz. The results of the procurements are also posted on the Eurasian electronic portal. Interested potential suppliers can register on this portal, download and familiarize themselves with the plan(s), documentation and take part in ongoing procurement.

At the same time, it is reported that according to the results of procurements, customers conclude procurement contracts in electronic format, and suppliers (winners) need to check the registration data posted on the specified portal, including bank details.

Information on Procurement Control Service

On January 1, 2020, the Centralized Procurement Control Service (CPSC), created by the decision of the Board of Directors in accordance with the Law of the Republic of Kazakhstan "On Procurement of Certain Subjects of the Quasi-Public Sector" (the Law), began its work in the Baiterek Holding.

The Service intends to identify systemic problems and improve the procurement system in the group of companies of the Baiterek Holding. It will carry out internal control over compliance with the procurement rules, as well as consider complaints from potential suppliers about violations of rules during procurement. Potential suppliers of the Holding and its subsidiaries, faced with a violation of the procurement rules, may appeal against the actions or omissions, decisions of the customer to the CPCS in the manner and within the time limits established by Law.

Appeal against the results of purchases

Potential suppliers of the Holding and its subsidiaries who have encountered a violation of the procurement rules have the right to appeal against actions or omissions, decisions of the customer to the Centralized Procurement Control Service (CPCS) in the manner and terms established by Article 16 of the Law "On procurement of certain entities of the quasi-public sector".

It should be noted that when a complaint is filed within the established time limits, the conclusion of the procurement contract is suspended by the Center for Control and Prevention until the end of the period for considering the complaint. Upon confirmation of the facts indicated in the complaint, CPCS will take the appropriate measures established by the Law, up to the cancellation of the procurement results.

A complaint against actions (inaction), decisions of Baiterek NMH JSC or its subsidiaries conducting procurement can be submitted to the CDC through the electronic procurement information system.
