Representatives of Kazakhstan Housing Company JSС (KHC), a subsidiary of Baiterek NMH JSC, in cooperation with the Akimat of Taraz, held a meeting with developers of the region, the purpose of which was to familiarize themselves with the tools to support housing construction. During the event, mechanisms for guaranteeing shared-equity housing construction, as well as subsidizing loans for developers, were discussed.

Deputy Chairman of the Board of the KHC Islambek Kairbekov noted that Zhambyl region is a promising region for the development of housing construction. If earlier the focus was on individual housing construction, now new companies are emerging, projects are being implemented at the expense of private investments.

The meeting also discussed the urgent problem of the “shadow” market of shared-equity construction in the country. Currently, no guarantees and permits have been issued in Zhambyl region for the legal attraction of funds from shareholders.

Developers have the option of applying to the KHC for a Single Operator Guarantee, subsidized loans, or offering housing at fixed prices to be sold on a lease-purchase basis to LEAs queue holders. KHC provides financing to developers who implement large urban development projects of integrated development, provided that design solutions comply with established standards.

At the moment, the application acceptance processes in the KHC are automated, which allows developers to apply for a guarantee, subsidy or financing remotely through the Housing Portal.

It should be noted that since 2016, KHC has been issued 244 guarantees for the completion of construction in the amount of 1,167 billion tenge, in order to protect the interests of shareholders. Since 2021, contracts totaling 31.3 billion tenge have been concluded within the framework of the mechanism for subsidizing loans from private developers.  The volume of housing commissioning using KHC tools from 2009 to the present day has amounted to 14.3 million square meters.
