Today, a meeting with representatives of engineering companies in the field of equity participation in housing construction was held at the site of Kazakhstan Housing Company JSC (hereinafter – KHC) together with the Association of Developers of Kazakhstan.
Opening the meeting with the participants, the Acting Chairman of the Board of KHC JSC Altay Kuzdibayev noted the importance of such meetings, called for the active participation of professional players in discussing topical issues in the field of housing construction.
The main topic of discussion was the selection process of engineering companies, which, as we previously stated, is fully digitized and carried out online on a competitive basis on the portal www.mitwork.kz.
KHC was repeatedly informed what the measures taken were related to. During the monitoring, it was revealed that the experts indicated in the staff of engineering companies did not actually carry out activities at the facilities, a hidden affiliation with authorized companies and developers was established, which is a violation of the requirements of Article 21 of the Law.
Before the digitization of the selection process, only a few large engineering companies provided technical supervision services for more than 70% of the total pool of projects, despite the fact that there are more than 1.5 thousand companies in the country (accredited by the Committee for Construction and Housing and Municipal Services of the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan).
The monopoly position of these companies led to systemic violations of legislation in the field of equity participation, architecture, urban planning and construction – facts of misuse of shared construction participants’ money, deviations from design estimates were constantly admitted, according to which complaints of shared construction participants were subsequently received by the Housing and Municipal Services.
The participants also discussed typical errors and their elimination when preparing documents for the selection of engineering companies. Strengthening the responsibility of engineering companies, such as reporting, compliance with the number of experts at the facility, timely reporting of violations during construction and others are becoming a priority in the modern and rapidly growing market.
