Kazakhstan Housing Company JSC (subsidiary of Baiterek National Management Holding JSC) presented housing construction support tools to developers in the North Kazakhstan region.

Chairman of the Board of Kazakhstan Housing Company JSC (the KHC), Altai Kuzdibayev, noted that since 2016, the KHC issued 243 guarantees to complete construction for a total of KZT1,159 billion in order to protect the interests of shareholders. As part of the subsidizing loans of private developers since 2021, subsidy contracts have been concluded for a total amount of loans of KZT31.2 billion. The scope of housing commissioning at the expense of KHC tools from 2009 to date amounted to 13.8 million square meters.

The actual problem of “shadow” market of shared construction in the country was discussed at the meeting. At the moment in the North-Kazakhstan region there were no guarantees and authorizations issued by the Local Executive Bodies (the LEB) for the purpose of legal raising of shareholder’s funds.

Developers can apply to KHC for a Single Operator guarantee, subsidies, or offer housing at fixed prices for subsequent sale on a lease-purchase basis to LEB queue holders. Developers implementing large urban planning projects of integrated development, KHC provides financing for such projects, subject to their compliance with the integrated development standards.

Today, the KHC application processes are automated. Thus, guarantee, subsidy or financing can be applied for remotely through the Housing Portal.

As part of the guarantee scheme, developers are required to send their project documents for review of their completeness – moderation, which takes 5 business days. The moderation service is free of charge.

The KHC continues to cooperate closely with the LEBs and private developers and holds offsite meetings in the regions on a regular basis.
