JSC “Kazakhstan Housing Company” shares its experience with colleagues from Azerbaijan

A meeting with colleagues from Azerbaijan was held at the site of Kazakhstan Housing Company JSC (hereinafter – KHC). Representatives of KHC shared information about the activities of the Unified Housing Construction Operator, which ensures the implementation of state measures aimed at providing high-quality and comfortable housing for the population of the country, as well as providing support to the construction industry.

Housing affordability for citizens is an important factor in the socio-economic development of Kazakhstan. In Kazakhstan, there remains a need to support and stimulate housing construction in affordable price segments, as well as the application of additional measures to support demand.

In this regard, KHC, together with the Sole Shareholder – Baiterek National Managing Holding JSC, provides an integrated approach to solving the housing issue and balanced development of the housing market with the active use of information technology. As part of the implementation of the Digitalization Strategy approved by the holding, KHC has done a lot of work.

Thus, in 2022, the IS “Housing Portal” and the Online platform of building materials were put into commercial operation, the work of which was described in more detail and other new tools for supporting housing construction were presented by the director of the Department of Analysis and Strategy Rauan Khadessov. One of the latest innovations is the launch of a service for checking equity objects under construction in the Halyk application, implemented jointly with Halyk Bank. Now citizens wishing to purchase housing at the construction stage can check whether the developers have a guarantee of KHC or permission from the akimat to raise funds from shareholders.

During the meeting, special emphasis was placed on the Nurly Zher Situation Center, developed in order to monitor the progress of construction of real estate financed under the Nurly Zher Program and the Employment Roadmap.

“These solutions allow us and stakeholders to conduct remote monitoring of facilities under construction using modern technical controls (cameras, drones, tablets, etc.); monitoring the development of allocated funds and housing sales; forecasting the date of commissioning of facilities with possible deviations; analysis of photo, video stream and information from LEAs using artificial intelligence“, – Rauan Khadessov noted.

The participants of the meeting were also presented with tools to support housing construction of the housing complex, including mechanisms for guaranteeing shared-equity housing construction, subsidizing loans from developers, financing the construction/purchase of housing for LEA waiting lists (the mechanism for repurchasing SS of LEAs), the purchase of rental housing (with the right to buy out for waiting lists) from private developers.
