Common Errors Made by Engineering Companies When Submitting Documents for Selection
|

1. Founding documents of the developer and the authorized company (notarized copies of the charter and foundation agreement/decision of the sole founder on the establishment of the company).
|
Copies of the charter and foundation agreement, as well as amendments and additions to the founding documents, must be up-to-date, comply with current legislation, decisions of the authorized bodies of the legal entities, reflect all registration actions of the legal entity, and must be notarized.
|
|
2. Accreditations for carrying out activities in accordance with the current norms and regulations of the Republic of Kazakhstan
|
The applicant must provide two accreditations for legal entities:

for carrying out technical supervision;
-
for carrying out technical inspection.
|
|
3. Information on the engineering company's work experience:
|
|
The applicant must have at least two years of experience in providing engineering services for residential and civil facilities (not lower than levels I or II of responsibility) within the territory of the Republic of Kazakhstan, and must submit at least three positive references from customers for the engineering services rendered.
|
For residential and civil facilities, projects shall correspond to subparagraphs 1), 2), and 3) of paragraph 9 of the Rules for determining the general procedure for classifying buildings and structures as technically and/or technologically complex facilities, approved by Order No. 165 of the Minister of National Economy of the Republic of Kazakhstan dated February 28, 2015.

Projects for which state acceptance commission acts are required but do not contain the engineering company’s seal
|
In such cases, the confirmation shall be the working commission’s conclusion or the engineering services contract. At the same time, the project title must fully match the title specified in the state acceptance commission act.

4. Financial stability
|
To meet the financial stability requirement, the applicant must have assets remaining after deducting short-term and long-term liabilities for the last financial year, as reflected in the financial statements, including: the balance sheet, profit and loss statement, cash flow statement, statement of changes in equity for the last financial year, confirmed by a tax declaration (Form 100 or another form in case of simplified declaration), accompanied by a notice of acceptance from the tax authority.

5. Information about experts and other specialists of the engineering company
|
Supporting documents that applicants frequently submit with remarks include:

failure to provide notarized copies of educational documents (diplomas) of the head of the legal entity, certified experts, and specialists responsible for monitoring the targeted use of funds and other specialists;

failure to provide employment orders for specialists in cost accounting (monitoring the targeted use of funds) or specialists whose job responsibilities include cost accounting (monitoring the targeted use of funds).

6. Availability of an office
|
The applicant must submit a notarized copy of the lease agreement or title documents.
|
|
7. Availability of information on affiliated persons of the engineering company
|
The applicant must submit information on affiliated persons of the engineering company in accordance with Article 12-1 of the Law of the Republic of Kazakhstan dated April 22, 1998 No. 220-I “On Limited and Additional Liability Partnerships”.

8. Availability of a project management expert
|
The applicant must submit an expert (employee) holding an international project management certificate.
