Rent-to-own housing program

Kazakhstan Housing Company implements rental housing with an option to buy projects.

If there are available apartments, information is sent to Otbasy Bank and/or government and non-government organizations to create a list of applicants.

Who can participate

The following may apply for rental housing with an option to buy:

  • citizens of the Republic of Kazakhstan and kandasy in need of housing and registered in the Housing Provision Center database;
  • employees of state and non-state organizations - according to lists provided under agreements.

Main Terms

• Rate — 3.1% per annum

• Down payment and commission — not required

• Payment — annuity

• Early redemption is possible at residual value

• At the end of the term, the property becomes the property of the tenant

• Tenant's age at the end of the lease — no older than retirement age (if exceeding this age, a guarantor must be involved)

• Utilities and property tax are paid separately

• Lease term — up to 20 years

How the selection process works

Applicants are selected by Otbasy Bank and/or state and non-governmental organizations.

Lists of candidates are sent to the Kazakhstan Housing Company for a solvency check.

After approval, applicants independently select and reserve an apartment online through the "Housing Portal."

Applicant Requirements

• Tenant — a citizen of the Republic of Kazakhstan

• Guarantor (if necessary) — a citizen of the Republic of Kazakhstan or a foreigner with a residence permit of the Republic of Kazakhstan

• Tenant's age — no restrictions

• Guarantor's age — from 21 years old

• Continuous work experience — at least 6 months

Confirmed income

Lack of housing for the applicant and family members for the past 5 years

• You can get only one apartment

No overdue debt at the time of consideration applications

The solvency assessment takes into account:

  • Confirmed income from the primary place of employment - for the last 6 months, from a secondary place of employment (if any) - for the last 12 months, for individual entrepreneurs - for 36 months.
  • Bonuses for 24 months.
  • Monthly payments on existing loans.
  • Family expenses and utilities.

How to apply?

The applicant receives an invitation via SMS and/or email.

Step 1

The application is submitted through Personal Account on the Housing Portal within 10 calendar days from the date of receipt of the notification (invitation).

Step 2

A list of documents is available in this section. The company may request additional materials.

Step 3

Revisions are possible up to 2 times:

First time - up to 5 days,

Second time - up to 3 days.

Step 4

After your application is approved

  • Book an apartment within 48 hours of access to select and book an apartment.
  • Inspect the reserved apartment within 2 business days of booking.
  • Through your Personal Account within 2 calendar days: submit an application to receive the reserved apartment, provide notarized documents: spouse's consent or a statement that you are not married.
  • Submit to the Company the originals of all documents attached to the application.
  • Sign the lease agreement within 5 business days of receipt in your Personal Account via EDS/QR code.
  • Sign the rental payment schedule and tax reimbursement notice within 3 business days of receipt in your Personal Account via EDS/QR.
