On August 31, 2025, amendments to the Law of the Republic of Kazakhstan “On Shared Participation in Housing Construction” came into force, aimed at improving the shared-construction mechanism.
The purpose of the JSC “KHC” guarantee is to enable the start of sales at the construction stage by attracting funds from equity holders, including through mortgage programs of second-tier banks, JSC “Otbasу Bank”, and through citizens’ pension savings.
The commission is 300 MCI (150 MCI upon repeated review of the project).
The guarantee fee rate ranges from 0% to 1%.
The rate depends on the form and amount of the Authorized Company’s own participation in the project:

The first guarantee for a Developer implementing a project outside cities of republican significance is 0% (subject to compliance with own-participation requirements).
The application review period is 20 business days.
During the expert review, the application may be returned for revision for up to 10 business days; in this case, the review period is suspended.
Moderation: The Developer and the Authorized Company may submit an application for verification of document completeness (moderation), including documents of the engineering company.
Moderation period — 5 business days. The service is provided free of charge.
