The housing development process for the population of Kazakhstan is set to become even more transparent thanks to a new procedure for selecting engineering companies. The selection will take place electronically through a competitive process.
Engineering companies provide developers with services such as:

preparation of design documentation,

preparation of permitting documents,
-
monitoring the use of funds for the construction project,

verification of technical parameters of construction,
-
control over the timing of installation and construction works, and more.
JSC Kazakhstan Housing Company (hereinafter – the Company), acting as the Unified Housing Construction Operator in Kazakhstan, has modified the selection procedures for engineering companies when concluding agreements on the provision of guarantees for shared participation in housing construction.
Prices submitted in the bids of engineering companies are encrypted until the opening stage — none of the participants, including the customer, can see the price offers of others. The final results protocol is published in open access on the procurement portal.
The selection of engineering companies will be conducted on the Eurasian Electronic Portal www.eep.mitwork.kz, which is an information platform with 100% Kazakhstani ownership. The EEP is also used by quasi-state companies, large private organizations, and entities of natural monopolies for their procurements.
