KHC Strengthens Cooperation in Energy-Efficient Housing Construction

JSC “Kazakhstan Housing Company” (a subsidiary of NUH “Baiterek”) hosted a workshop with representatives of construction companies on the topic “Financing Green and Energy-Efficient Housing Construction.”

The event was held as part of the international FELICITY II initiative (Financing Energy for Low-Carbon Investment – Cities Advisory Facility), aimed at supporting sustainable urban infrastructure. The program runs from 2022 to 2026 with the participation of the European Investment Bank (EIB Global), the German Agency for International Cooperation (GIZ), the German Energy Agency (DENA), and Germany’s International Climate Initiative (IKI). Kazakhstan participates in the project alongside Ukraine, Uzbekistan, and Moldova.

The purpose of the event was to engage developers in new opportunities for sustainable construction, enhance the institutional capacity of market participants, expand access to climate financing, and introduce advanced standards for the design and operation of residential buildings.

During the meeting, new financial and technical tools developed in collaboration with international partners were presented, offering broad opportunities for implementing energy-efficient construction projects. Special attention was given to the financing mechanism developed by KHC in partnership with international organizations.

International experts from Germany and China shared practical case studies on the construction of passive houses and net-zero buildings, as well as European approaches to decarbonizing the housing stock and their possible adaptation to Kazakh conditions.

KHC continues to serve as a link between international programs and the domestic construction market, providing developers with access to new quality and sustainability standards.

Deutsche Energie-Agentur (DENA) — German Energy Agency focusing on energy and sustainable development. DENA implements projects in over 20 countries, including Kazakhstan, within the framework of the German-Kazakh Energy Dialogue on hydrogen, energy efficiency, and climate policy.

International Climate Initiative (IKI) — a German external climate policy instrument established in 2008 by the Federal Ministry for Economic Affairs and Climate Action (BMWK). IKI supports developing and transition countries in reducing greenhouse gas emissions, adapting to climate change, conserving biodiversity, and developing climate-resilient economies. Since its inception, it has financed over 800 projects in more than 150 countries, partnering with governments, NGOs, international organizations (including the UN), research institutions, and private entities.
