Kazakhstan Housing Company (a subsidiary of JSC “NUH Baiterek,” KHC), within the framework of the National Project aimed at modernizing and developing regional infrastructure, has purchased bonds issued by the akimats of Karaganda, Pavlodar, West Kazakhstan, and North Kazakhstan regions.
The total volume of bond financing amounted to KZT 22.5 billion. KHC’s debut purchase of akimat bonds is directed at modernizing 10 facilities in heating, water supply and treatment, as well as electricity in Karaganda, Pavlodar, West Kazakhstan, and North Kazakhstan regions.
The National Project for the modernization of energy and utility sectors was adopted following the instruction of the Head of State. KHC finances natural monopoly entities (NMEs) through two mechanisms: by purchasing akimat bonds for state NMEs and by subsidizing loans from second-tier banks, JSC “BRK,” and microfinance organizations for private NMEs.

Construction of new heating main TM-20A with increased capacity (up to DN1000) from CHP-1 to NO-52B in Pavlodar — KZT 9.7 billion.
Heating networks in the region are extremely worn (~92%). Project implementation will reduce wear to 77%, increase reliability, reduce emergency repair costs, and provide quality heat to approximately 124.5 thousand residents of Pavlodar. -
Reconstruction of main blocks of 2nd and 3rd stages of water treatment facilities at Karaganda Su LLP — KZT 2.5 billion.
Current wear reaches 80%. After reconstruction, about 695 thousand residents of Karaganda, Temirtau, and Aktas will receive uninterrupted, high-quality water supply meeting sanitary standards. -
Reconstruction of heating networks TM-2A in Temirtau (from 6th microdistrict to Temirtauskaya Street) — ~KZT 980 million. Average network wear exceeds 71%, with some pipes in operation for over 28 years. The project will reduce emergencies and lower network wear by 2.1%, improving heating for over 7 thousand subscribers, including apartment buildings and other facilities.

Reconstruction of heating networks TM-3 on Michurina Street, Temirtau — KZT 4.3 billion. Networks are in unsatisfactory condition, with wear at 65%. Modernization will reduce emergencies and overall wear by 4.9%, providing reliable heating to more than 39 thousand subscribers.

Reconstruction of heating main TM-6 in Uralsk (from point 1 to TK-6 at the intersection of Gagarin and Ruzheynikov streets) — KZT 504 million. Heating networks are highly worn (over 88%) and have been in operation for more than 30 years. After reconstruction, 22 thousand residents will receive quality heating, and network wear will decrease to 46%.

Reconstruction of heating main TM-7 in Uralsk (from TK-2-27 to TK-7-14) — KZT 776 million. The main has been in operation for over 30 years; wear is 65%. After reconstruction, 10.1 thousand residents will receive reliable heating, and wear will decrease to 40%.

Reconstruction of 10kV and 0.4kV power networks and KTP-10/0.4kV in Burlin, Chingirlau, and Karatobe districts, West Kazakhstan — KZT 1.5 billion. Average wear is 74%. About 307.8 km of networks will be replaced.

Reconstruction of power networks “Zhaksybai-Talovka” (Zhanibek district), “Panika-40 Years of KSSR” (Taskala district), “Pyatimar-Zhanatalap,” and construction of “Zhangala-Mashteksay” in Zhanagala district, West Kazakhstan — KZT 475 million. Networks are in poor condition, with high wear and frequent outages during bad weather. Average wear is 79%. About 116.5 km of networks will be replaced.

Reconstruction of 0.4kV networks in Uralsk — KZT 1.1 billion. Average wear is 49%, service life over 60 years. About 171 km of networks will be replaced.

Modernization of heating main in Zheleznodorozhny microdistrict, Taiynshinsky district, North Kazakhstan — KZT 0.7 billion. Operating since 1989, 1.9 km long. The project will provide heating to the entire area of two boiler houses (Remzavod residential area and Zheleznodorozhny microdistrict) and allow connection of additional subscribers, including shops, sports and future swimming facilities, and private houses.
The purchase of bonds from the four akimats under the National Project marks the start of one of the country’s large-scale projects, scheduled until 2029. Its goal is to reduce the wear of energy and utility infrastructure nationwide and ensure reliable and high-quality public utility services for the population.
