In Astana, the annual KHC Workshop 2025 was held for professional dialogue in the field of shared-equity construction

On 30 October 2025, at JSC “Kazakhstan Housing Company” (a subsidiary of JSC NUH “Baiterek”, hereinafter – KHC) the annual KHC Workshop took place — a platform for sharing experiences and dialogue among participants in the shared‐equity construction market.

Each year the KHC Workshop brings together leading developers, real-estate companies, representatives of industry associations, governmental bodies and the expert community. The aim of the event is to discuss current trends in residential construction, legislative changes, as well as to present new digital solutions and initiatives by KHC aimed at increasing transparency and sustainability of the market.

This year’s Workshop programme included an overview of new changes in the field of shared‐equity construction, the results of KHC’s analytical studies and a demonstration of innovative tools for market participants.

KHC representatives presented the outcome of the assessment of the “shadow” segment of the shared-equity construction market for 2025, carried out within the work of the company’s Analytical Centre.

Thus, as of August 2025, the share of the “shadow” market in shared‐equity construction in Kazakhstan amounted to 62.5%. Out of 606 projects under construction, only 227 (or 37.5 %) had the relevant akimat (local authority) permit or KHC guarantee for attracting participants’ funds. If compared with the results of the analogous study in 2024, where this indicator amounted to 69.6 %, in 2025 a decrease of the “shadow” share by 7.1 percentage points is observed. The highest share of the “shadow” market (100 %) was recorded in such cities as Aktau, Kokshetau, Konaev, Petropavlovsk, Taraz, Semey, Turkestan, Uralsk, Pavlodar, Kyzylorda and the village of Besagash. In those regions none of the advertised residential complexes under construction had an akimat permit for attracting participants’ funds nor a KHC guarantee.

Participants paid special attention to the discussion of the latest legislative changes governing shared-equity construction, which came into force in 2025. KHC representatives reminded about the strengthening of control over shared‐equity construction from 1 January 2026: amendments on cashless payment form and online verification of registered participation agreements in the “Qazreestr” information system will come into effect. This ensures the protection of investors — their rights will be preserved in the event of the developer’s default.

KHC representatives spoke about the practical aspects of applying the new regulations and presented case studies demonstrating approaches to improving transparency and protecting investors’ rights.

Another important topic for discussion was the presentation of the 1C module for developers, developed with the participation of KHC specialists. The solution allows automating the management of shared-equity construction projects and eases the preparation of reports for market participants.

Within the framework of the Workshop, updated digital products of KHC were also demonstrated — including updates on the Qazreestr platform, new tools of KHC’s Analytical Centre project, which provide the industry with reliable data and analytics. One of the innovations of Qazreestr is the development of functionality for granting akimat permits for attracting participants’ funds, which will optimise the current business process of issuing permits and shorten the time for the provision of the public service. In addition, in 2025, in the “Kazreestr” information system a centralised accounting of participation agreements in housing-construction cooperatives (HCC) was introduced to ensure protection of the rights and lawful interests of shareholders joining the HCC.

The event concluded with a ceremony of awarding KHC’s active partners in honour of the 25th anniversary of JSC “Kazakhstan Housing Company”.
