Experts in Astana Discussed New Approaches to Urban Development and Housing Energy Efficiency in Kazakhstan

On November 6, 2025, the forum “Integrated Territorial Development and Energy Efficiency in the Housing Sector” was held at Kazakhstan Housing Company JSC (a subsidiary of Baiterek National Managing Holding JSC).

The Kazakhstan Housing Company, together with partners from the Association for Sustainable Territorial Development Q88, the German Energy Agency (DENA), and the German Corporation for International Cooperation (GIZ), initiated the creation of a professional platform to discuss issues of sustainable urban development, energy-efficient construction, and the digitalization of territorial management processes.

The forum brought together representatives of the Ministry of Industry and Construction of the Republic of Kazakhstan, quasi-public companies, research institutes, design agencies, construction companies, and the media.

The Chairman of the Management Board of Kazakhstan Housing Company JSC, Altai Kuzdibayev, delivered the welcoming remarks, emphasizing the importance of an integrated approach to territorial development and the introduction of modern analytical tools in urban environment management.

The forum program included two panel sessions:

  • “Integrated Territorial Development: Digitalization, Analytics, and Urban Studies as Tools for Modernizing Management”

  • “Sustainable Urban Development: Planning and Energy-Efficient Construction”

Speakers included representatives from Gosgradkadastr, the Union of Design Companies of Kazakhstan, DENA, GIZ, the Shanyrak Association, Kazakhstan Housing Company JSC, and other organizations.

Special attention was paid to the topics of building decarbonization, energy-efficient technologies, municipal heat supply, sustainable construction, and carbon footprint assessment in housing projects.

“Together with the relevant ministry, in 2023, KHC adapted international experience and developed the Standards for Integrated Territorial Development (ITD) — a document that, for the first time, links spatial planning with the socio-economic aspects of development. This year, we launched a new support tool — Integrated Development Financing, aimed not at isolated construction, but at the systematic development of territories. The main task today is to ensure that every project is implemented in accordance with the principles of creating a comfortable living environment for our citizens,” said Altai Kuzdibayev, Chairman of the Management Board of Kazakhstan Housing Company JSC.

The event marked an important step in strengthening professional dialogue between government bodies, experts, and the business community, focused on creating a comfortable and environmentally sustainable urban environment.
