Today, representatives of JSC “Kazakhstan Housing Company” (hereinafter – KHC), as part of a planned roadshow, together with the Association of Developers of Kazakhstan and the portal Homsters.kz, met with developers of the Karaganda region at the Atameken RSE venue.
At the presentation on the “Mechanisms for Guaranteeing Shared-Equity Housing Construction and Subsidizing Developers’ Loans,” participants were provided with detailed information on the requirements for obtaining a guarantee from the Single Operator, the procedures for concluding all types of contracts when providing a guarantee, the procedure for submitting applications for subsidies, as provided by the legislation.
Speakers discussed proposals for improving business conditions in shared-equity construction. It should be noted that since January 23, 2023 (following amendments to the Order of the Ministry of National Economy of the Republic of Kazakhstan), the documents required to obtain a KHC Guarantee have been reduced by half. Before the amendments, the number of documents was 43; currently, it is 23.
The meeting also addressed issues related to unscrupulous developers and problematic projects in the region. According to the regional akimat (https://www.gov.kz/memleket/entities/karaganda/press/news/details/592112?lang=ru), lawsuits are underway in the economic court to recognize three residential complexes as unauthorized constructions: ЖК “Al-Farabi” (developer TOO “T-K Building”), ЖК “Khan” (developer TOO “TT-Invest”), and ЖК “Nura” (developer TOO “Satti Lux Stroy”). Fifteen companies have been fined under Article 320 for illegal solicitation of equity contributions. The GASK department is currently handling two more companies with similar violations. It is also important to note that, as of today, there are no ongoing projects in the Karaganda region with a KHC Guarantee.
KHC representatives, in turn, strongly recommended that all equity holders double-check information about ongoing projects on the portal https://homeportal.kz/shared-construction-objects to minimize risks and avoid being misled.
To increase the efficiency of tasks under the Housing Construction Industry Development Concept, KHC will continue working among key target audiences in regions of the country through regular information dissemination and meetings at various platforms.
