Today, representatives of JSC “Kazakhstan Housing Company” (KHC) met with developers in Shymkent.
During the meeting, participants were presented with the presentation “Mechanisms for Guaranteeing Equity Housing Construction and Subsidizing Developers’ Loans.” Aigerim Kurmanbayeva, Director of the Department for Work with Legal Entities at KHC, provided a detailed explanation of the requirements for obtaining a guarantee from the Unified Operator, the procedure for concluding all types of agreements when providing a guarantee, and the procedure for submitting subsidy applications as stipulated by law.
According to https://homeportal.kz/shared-construction-objects, there are currently seven ongoing construction projects in Shymkent with a guarantee from KHC.
It should be recalled that, according to the Law “On Participation in Equity Housing Construction,” there are three legal ways to participate in housing construction:

Obtaining a guarantee from JSC “Kazakhstan Housing Company” (KHC);

Participation in a project through a second-tier bank;

Obtaining permission from the local executive body (MIO) after the residential building frame is constructed using the developer’s own funds.
KHC regularly publishes materials in the media to inform citizens on how to minimize risks when purchasing real estate and avoid becoming defrauded equity holders. Up-to-date information about construction companies authorized to raise funds from equity holders can be found on the Housing Portal https://homeportal.kz/shared-construction-objects in the “Equity Construction Projects” section. On the same portal, in the “Equity Holder’s Personal Account” section, it is now possible to check the registration of equity participation agreements (EPA) in the KazReestr system.
To increase the effectiveness of its objectives under the Concept for the Development of the Housing Construction Sector, KHC will continue working with its main target audience (developers) across the regions of the country through regular informational updates.
