Today, at the East Kazakhstan Chamber of Entrepreneurs, representatives of JSC “Kazakhstan Housing Company” (KHC), together with the Union of Builders and the Housing and Utilities Sector, held a meeting with developers of Ust-Kamenogorsk.
The event was organized to inform participants about the mechanisms for guaranteeing equity housing construction and subsidizing loans for private developers through the Unified Operator.
Speakers provided recommendations for eliminating common mistakes when submitting guarantee applications and heard proposals for additional measures to stimulate housing construction.
Recently, KHC, together with LLP “Biryuza Development” and LLP “UK Shanyrak Stroy,” signed a guarantee agreement for the project “Construction of a multi-apartment residential building with underground parking and commercial premises in Ust-Kamenogorsk.” It should be noted that in the East Kazakhstan region, there are also two existing KHC guarantees issued to LLP “VVD-Construction.”

At the same time, acting Chairman of the Board of JSC “Kazakhstan Housing Company” Altay Kuzdibayev, responding to journalists’ questions, addressed the topic of unscrupulous developers and defrauded equity holders, emphasizing the role of the unified information system “KazReestr.” The main purpose of this information system is the automated collection, processing, updating, storage, and analysis of data in the field of state registration of equity shares in housing construction, using modern information technologies.
“The system significantly reduces the time required to provide the state service of issuing an extract confirming the registration of an equity participation agreement, and also prevents ‘double’ sales of housing on the equity construction market. Buyers must request this extract from developers after signing such an agreement. The creation of this tool makes the market more transparent, allowing equity holders, after studying and analyzing developers, to protect themselves from fraud,” said Altay Kuzdibayev.
