On December 8, 2023, the Kazakhstan Housing Company (KHC) held a presentation dedicated to the digitalization of the equity housing construction market.
Construction companies were shown the updated version of the Unified Information System for Equity Participation in Housing Construction, “Kazreestr,” which manages the state registration of equity participation agreements (DPU) in housing construction.
One of the innovations in Kazreestr is the functionality for concluding electronic DPUs using a digital signature (EDS) or QR code via the eGov Mobile application online, followed by their automatic registration. This solution minimizes the risk of DPU falsification and enhances the convenience of obtaining the state service, reducing the registration period from 3 days to several hours.
In addition, KHC presented Personal Accounts for legal entities in the Housing Portal information system (homeportal.kz), allowing developers to submit online applications for guarantees to complete equity housing construction and subsidies for housing construction loans, with the ability to conclude contracts in electronic format.
During the presentation, another project was introduced – the Online Construction Materials Platform (material.kz), through which Kazakh manufacturers can review the demand for construction materials within state housing programs and, if necessary, send electronic commercial offers to construction companies. The platform also allows Kazakh manufacturers to create their own product showcase with prices for construction companies.
Another key topic of the event was the presentation of the results of a study on the “gray” equity housing market, which revealed that about 68% of equity housing is attracted through illegal means. Proposed measures to improve the equity housing construction market were also discussed.
At the end of the meeting, developers asked questions, which were answered in detail by KHC representatives.
Thus, active work is being carried out in the country to digitalize the equity housing construction sector, simplifying the procedure for citizens to acquire equity housing.
