KHC Discusses New Opportunities for Digital Tools in Housing Construction with Developers

On May 15 of this year, Kazakhstan Housing Company (whose sole shareholder is JSC "National Managing Holding Baiterek"), with the support of the Kazakhstan Builders Association and the Kazakhstan Union of Builders, held another online meeting with regional developers. During the meeting, housing construction support tools were presented, including mechanisms for guaranteeing equity housing construction, subsidizing developer loans, acquiring rental housing (with the right to purchase for waiting-list applicants) from private developers, as well as new opportunities offered by digital tools.

The purpose of these regular meetings with developers is to inform them about the Unified Operator’s mechanisms and to develop additional measures to stimulate housing construction.

Aigerim Kurmanbayeva, Director of the Company’s Department for Work with Legal Entities, in her presentation, provided developers with a detailed explanation of the mechanisms for guaranteeing equity housing construction and subsidizing loans for private developers. She also introduced participants to the new features for submitting applications for guarantees and for developer requests regarding the extension of construction deadlines under existing agreements.

“Currently, applications for obtaining a guarantee are submitted electronically via the online portal www.homeportal.kz, where developers can track the status of their applications in their personal account. Now, developer requests regarding extensions of construction deadlines or other issues can also be submitted through their account on the Housing Portal. To date, KHC has guaranteed 229 projects, and there are currently 59 projects in the portfolio,” noted Aigerim Kurmanbayeva.

Miras Bazikenov, Deputy Director of the Department of Business Processes and Digital Development, spoke about changes in the “Kazreestr” information system, which maintains centralized records of equity participation contracts in housing construction (DDU). Several digital solutions have been improved for user convenience, including the launch of online DDU signing.

Developers also expressed interest in the KHC mechanism for acquiring completed apartments, with the conditions explained by Marat Abdrakhmanov, Director of the Real Estate Management Department.

As previously announced by the Company, such meetings with developers and professional participants in the construction market are planned to be held on a regular basis.
