Representatives of JSC "Kazakhstan Housing Company" (whose sole shareholder is JSC "National Managing Holding Baiterek") continue meetings in the regions to familiarize stakeholders with the housing construction support tools of the Kazakhstan Housing Company, including mechanisms for guaranteeing equity housing construction and subsidizing developer loans. On June 12 of this year, a meeting was held at the initiative of the Aktobe Region Chamber of Entrepreneurs, with the participation of specialists from regional branches of second-tier banks and the Akimat.
It should be noted that a number of amendments have been developed to simplify procedures and reduce barriers for obtaining the Unified Operator’s Guarantee. The procedures for reviewing applications for obtaining a KHC Guarantee are fully automated. This service allows the conclusion of all types of agreements on guaranteeing and subsidizing, provided by law, online. Protecting the rights and legitimate interests of equity holders and guaranteeing the completion of construction projects under the Law of the Republic of Kazakhstan “On Equity Participation in Housing Construction” is a priority task in the activities of the Kazakhstan Housing Company.
Participants were also provided with information about under-construction projects in the Aktobe region that have a KHC Guarantee and permission to attract equity holder funds. At present, only two projects under construction in the region have a KHC Guarantee.
In turn, representatives of the local executive authority and banks shared information on local procedures for issuing construction permits, mortgage products, and discussed the possibility of assisting in the implementation of mechanisms for guaranteeing equity housing construction and subsidizing developer loans of the Kazakhstan Housing Company.
