Today, at the premises of the Akimat of the Mangistau region, representatives of JSC "Kazakhstan Housing Company" (whose sole shareholder is JSC "National Managing Holding Baiterek") once again met with the heads of regional branches of second-tier banks and construction companies.
Altai Kuzdibayev, Chairman of the Management Board of JSC "Kazakhstan Housing Company," stated: "The company continues to strengthen its position as the Unified Housing Construction Operator and achieve results through institutional development efforts and the chosen strategy.
As part of supporting housing supply, the company has purchased bonds of local executive bodies totaling 1,251.4 billion tenge to finance the construction of mortgage housing throughout the entire period.
To protect the interests of equity holders, since 2016, 239 guarantees for the completion of construction have been issued, amounting to a total of 1,141.1 billion tenge. Since 2021, subsidy agreements with private developers have been concluded for a total loan amount of 34.6 billion tenge. The volume of housing delivered using the company’s instruments from 2009 to 2023 amounted to 13.2 million sq. m.
To develop further effective measures and maintain close interaction with stakeholders, company representatives hold such field meetings on a regular basis."
Answering participants’ questions about KHC housing support tools, including mechanisms for guaranteeing equity housing construction and subsidizing developer loans, Ruslan Tagaev, Deputy Director of the Housing Programs Department, added: "To reduce the shadow market share, the company, together with the Ministry of Industry and Construction of the Republic of Kazakhstan and government authorities, has developed amendments to the legislation. These amendments aim to lower the entry requirements for developers regarding experience and completed residential construction projects, increase advance payments to contractors, allow developers to open savings and current accounts (including in foreign currency), and introduce stricter penalties for violating equity housing laws (from 300 to 2000 MCI). Additionally, bans are being introduced on entering into booking, investment, and other preliminary agreements in under-construction residential buildings, issuing mortgage loans in such buildings without the permission of the local executive body or the guarantee of the Unified Operator, and advertising under-construction residential buildings without data in the "Kazreestr" information system, among other related measures. The proposed amendments have been supported by the Government of the Republic of Kazakhstan and are currently under consideration by the Mazhilis of the Parliament of the Republic of Kazakhstan."
It should be noted that the information system "Housing Portal" (homeportal.kz), developed by the company for individuals and current clients, provides complete information about all equity construction projects in Kazakhstan that have the corresponding company permit or guarantee for attracting equity holder funds.
As part of ongoing informational and explanatory work among the population, KHC representatives urged regional media to pay more attention in their materials to equity holders—on how not to become a deceived equity holder and not lose an important acquisition—housing.
