Representatives of Kazakhstan Housing Company (KHC), the Unified Operator and a subsidiary of National Managing Holding “Baiterek”, with support from the Akimat of Shymkent, held a meeting with developers in the region to introduce housing support tools, including mechanisms for guaranteeing shared-equity housing construction and subsidizing developer loans.
Currently, KHC has simplified procedures and reduced barriers for obtaining the Unified Operator’s guarantee. Application review processes are fully automated, and all types of contracts provided for by law can be executed online via www.homeportal.kz.
Developers were also provided with information about ongoing construction projects in Shymkent that have KHC guarantees or permission to attract funds from shared-equity participants.
“Shymkent is one of the most dynamically developing cities in our country with significant potential for housing market growth. KHC has issued 23 guarantees for the completion of construction projects in Shymkent. 18 projects have already been successfully completed and commissioned. Currently, 5 developers hold KHC guarantees. I would like to note that on September 25 this year, a guarantee case was declared for the residential complex ASYL TAS. To complete the construction and fulfill the obligations under the shared-equity participation guarantee, KHC has initiated relevant measures, including a meeting with the ASYL TAS shareholders. The necessary funds for completing this project are fully available,” — said Altay Kuzdiabayev, Chairman of KHC.
Representatives of local executive authorities and second-tier banks shared information about procedures for obtaining construction permits, mortgage products, and discussed assistance in implementing shared-equity construction guarantees and developer loan subsidies provided by KHC.
Since 2016, KHC has issued over 240 guarantees totaling 1.2 trillion KZT, protecting the funds of 67,000 shared-equity participants nationwide.
The Housing Portal information system (homeportal.kz) provides complete information about all shared-equity construction projects in Kazakhstan that have the necessary KHC guarantee or permission to attract funds from participants.
Citizens participating in shared-equity construction should carefully study information about developers using Homeportal.kz and the Halyk Bank mobile app to avoid investing in potentially risky projects.
