KHC Presented Housing Construction Support Tools to Developers in Pavlodar Region

Pavlodar, October 18, 2024 – JSC “Kazakhstan Housing Company” (KHC), a subsidiary of JSC “National Managing Holding Baiterek”, held a meeting with developers in Pavlodar Region to present its housing construction support tools. These measures aim to develop the housing sector in the region, increase housing affordability, and enhance transparency in shared-equity construction.

Housing Construction Potential in Pavlodar Region

Altay Kuzdibaev, Chairman of KHC, noted that currently there is only one housing project in the Pavlodar Region with a permit to attract equity funds from participants, and no projects have KHC guarantees.

“Pavlodar Region has significant potential for growth in housing construction. Participation in guarantee and subsidy programs will allow developers to minimize risks, while buyers can purchase housing at a more favorable price, as the cost of housing at the construction stage is often 15–20% lower than the price of completed apartments. We aim to create conditions for increasing the volume of affordable housing and activating the region’s real estate market,” said Altay Kuzdibaev.

Digitalization of KHC Services for Developers

Aigerim Kurmanbayeva, Director of the Department for Legal Entities, provided details on digital solutions designed to simplify the submission and review processes for KHC services:

  • Applications are submitted entirely online through the Housing Portal (homeportal.kz).

  • A moderation procedure ensures developers submit a high-quality package of project documents. Moderation takes only 5 working days and is free of charge.

  • All agreements under KHC services are concluded electronically using digital signatures (EDS).

“Now developers can submit applications for KHC support and sign agreements entirely online. This not only speeds up the processes but also eliminates the need to visit KHC offices. The Housing Portal also ensures transparency at all stages of application submission and review,” explained Aigerim Kurmanbayeva.

Collaboration with Government Authorities and Financial Institutions

During the meeting, representatives of the local executive body and banks also presented the existing procedures for obtaining construction permits and mortgage products for the population. The parties outlined prospects for cooperation in implementing mechanisms for guaranteeing shared-equity construction and subsidizing loans for developers.

Recommendations for Participants: How to Minimize Risks When Buying Housing

As part of the information campaign, KHC representatives explained how participants can minimize risks when purchasing housing at the construction stage:

  • Developers can attract participants’ funds only after obtaining a local akimat permit or KHC guarantee. Participants should request one of these documents at the sales office.

  • All information on projects with a KHC guarantee or akimat permit is available on the Housing Portal (homeportal.kz).

  • Housing sales during construction are allowed only through a shared-equity participation agreement (DDA) in a standard form. Other forms of agreements, such as reservation agreements or preliminary purchase agreements, are illegal.

  • After signing a DDA, it must be registered with the akimat via the KazReestr system. Participants should request the registration certificate before making any payment for the property.

“Regular information dissemination and access to up-to-date information on KHC platforms help prevent fraud and protect participants’ rights,” emphasized KHC representatives.
