JSC “National Managing Holding Baiterek” held a seminar dedicated to the implementation of the National Project “Modernization of the Energy and Utility Sectors” and its financial mechanisms. The event was attended by representatives from the Ministry of Industry and Construction of the Republic of Kazakhstan, the Committee for Regulation of Natural Monopolies of the Ministry of National Economy of the Republic of Kazakhstan, JSC “KazCenter Housing and Communal Services”, subsidiaries of the Holding — JSC “Development Bank of Kazakhstan” and JSC “Kazakhstan Housing Company”, as well as representatives of natural monopoly entities.
The National Project, approved by the Government Resolution of the Republic of Kazakhstan No. 1102 dated December 25, 2024, aims to address one of the key infrastructure challenges — the critical wear of utility networks. The average wear level of heating infrastructure exceeds 53%, and in some facilities reaches 70-90%. The project plans include the modernization of 1,622 km of networks and the implementation of intelligent management technologies.
“We are launching a large-scale program to modernize the energy and utility sectors, which will create new jobs and improve the quality of life. Within the framework of the project, Baiterek acts as a key financial operator, providing mechanisms for direct financing, bond loans, and interest rate subsidies. Through the combined efforts of the state, business, and society, we will create a sustainable life-support system that will symbolize reliability, technological progress, and comfort,” said Zhandos Shaikhy, Deputy Chairman of the Holding.
Modernizing utility infrastructure requires not only technical upgrades but also new approaches to financing. During the seminar discussions, it was noted that one of the key directions is training natural monopoly entities in working with borrowed funds.
“Reducing wear in utility infrastructure and improving the financial literacy of NMEs are the most important tasks of the National Project. For the first time in Kazakhstan’s history, NMEs have the opportunity to use repayable funds, such as bond loans and concessional lending. Out of more than 400 NMEs, 214 meet the participation criteria, and 66 have already submitted applications. We accompany this process, helping participants understand financing mechanisms,” emphasized Aliya Murzagaliyeva, Managing Director of the Holding.
Financial support is provided through Baiterek Holding’s subsidiaries. JSC “Development Bank of Kazakhstan” provides direct financing to natural monopoly entities, offering long-term loans. JSC “Kazakhstan Housing Company” implements financing through the purchase of government securities of local executive bodies, expanding the possibilities for attracting funds.
During the seminar, participants discussed financing, tariff regulation, and technical project expertise. Attendees actively asked questions and received clarifications on support mechanisms. The seminar became the first in a series of events aimed at detailed development of the National Project and the introduction of new financial support tools.
