State registration of shareholder agreements is now fully digitized. Accounting for participation agreements in housing construction cooperatives (HCCs) will be carried out centrally through Kazreestr.
Starting in 2025, all housing construction cooperatives (HCCs) must register participation agreements through the Kazreestr information system (qazreestr.kz) in accordance with the approved changes to the Rules for Registration of Participation Agreements by Local Executive Authorities. This became possible thanks to large-scale digitalization carried out by Kazakhstan Housing Company (a subsidiary of JSC “NUH Baiterek”, KHC) in 2024.
Previously, HCCs concluded agreements with shareholders on paper and submitted them to local executive bodies (akimats) for registration. Now the entire procedure is conducted online, significantly simplifying the process, increasing transparency, and reducing the risk of contract forgery.
How does it work?

Registration of HCC in Kazreestr – submission of organizational information, uploading documents, and confirmation of registration with an electronic digital signature (EDS).

Creation of a construction project – HCC creates a construction project in the Personal Account, specifying the location of the object, availability of permits for construction, the exact number of apartments and non-residential premises, and technical characteristics. The generated data undergoes moderation by akimats.

Conclusion of electronic participation agreements – shareholders can conclude agreements with HCCs online via Kazreestr using EDS or a QR code in eGov Mobile/Business.

The electronic agreement automatically goes through a verification procedure, so the maximum registration period is one working day. The system also allows HCCs to register paper-based agreements, but the registration period for such agreements can take up to three working days.

After registration, the shareholder automatically receives the electronic agreement and a state registration statement via email.
