Kazakhstan Housing Company Digitizes Shareholder Agreements

State registration of shareholder agreements is now fully electronic. Accounting of participation agreements in housing construction cooperatives (HCCs) will be centralized in Kazreestr.

According to amendments to the rules for registration of HCC participation agreements by akimats, from 2025 all HCCs must register participation agreements through the Kazreestr information system (qazreestr.kz). This became possible thanks to large-scale digitalization carried out by the Kazakhstan Housing Company, a subsidiary of JSC “NUH Baiterek,” in 2024.

Previously, HCCs signed paper agreements with shareholders and submitted them to akimats for registration. Now, the entire process is online, simplifying procedures, increasing transparency, and reducing the risk of document forgery.

How it works:

HCC registration in Kazreestr – Submit information about the organization, upload documents, and confirm registration with an electronic digital signature (EDS).

Creation of a construction object – HCCs create the construction project in their personal account, specifying location, permits, exact number of apartments and non-residential spaces, and technical specifications. Data is moderated by the akimat.

Electronic shareholder agreements – Shareholders can sign agreements online with the HCC via Kazreestr using EDS or QR code in eGov Mobile/Business.

Electronic agreements automatically undergo verification, with a maximum registration period of 1 business day. HCCs can also submit paper agreements for registration, which takes up to 3 business days.

After registration, the shareholder automatically receives the electronic agreement and a certificate of state registration by email.

The new digital system reduces registration time to 1 day, minimizes paperwork, ensures data security, and makes the process more transparent for all participants.
