As of today, in Kazakhstan, according to the Law “On Shared Participation in Housing Construction”, developers can attract shareholder funds only in three cases with a guarantee from the Kazakhstan Housing Company (KHC, a subsidiary of JSC “NUH Baiterek”), with the participation of a second-tier bank in the project, with permission from the local akimat.
The KHC actively cooperates with developers and local executive bodies to implement the guarantee mechanism.
Since 2017, KHC has issued 252 guarantees for project completion totaling 1.2 trillion tenge. This measure has helped protect the funds of more than 68,000 shareholders across Kazakhstan.
The largest number of guaranteed projects are located in Astana – 130 projects, Almaty – 53 projects, Shymkent – 26 projects, Kostanay Region – 7 projects, East Kazakhstan Region – 5 projects, Aktobe Region – 3 projects, Atyrau Region – 6 projects.

In addition, all shared construction projects in Kazakhstan that have the appropriate permission or KHC guarantee can be verified via the Housing Portal: www.homeportal.kz. This provides citizens with the opportunity to make informed decisions when selecting a developer.
Notably, in 2024, KHC successfully completed a residential complex in Atyrau, where the first guarantee case under shared construction was declared in 2023. The developer, unable to complete the project on time, utilized the KHC guarantee, which independently finished the construction. 150 apartments were delivered, preserving all technical specifications of the business-class building.
The implementation of the guarantee system for shared housing construction through KHC provides significant benefits, protecting citizens’ interests and supporting the development of Kazakhstan’s construction sector, thereby contributing to the country’s economic and social development.
