Kazakhstan Housing Company Presents New Mechanisms to Support Housing Construction for Regional Developers

New initiatives include: a financing mechanism for comprehensive territorial development projects, the launch of the “Orda Aimaq” mortgage program for regions, and digital services Qazreestr 2.0.

On May 15, 2025, JSC “Kazakhstan Housing Company” (a subsidiary of JSC “NUH Baiterek”, KHC) held a meeting with representatives of leading regional construction companies, professional associations, and the media.

During the meeting, KHC presented the new financing mechanism for comprehensive development projects in the regions. This mechanism also applies to comprehensive renovation projects, including in Astana and Almaty.

According to the new financing mechanism, comprehensive development projects must include the construction of housing with a total area of at least 10,000 square meters and comply with the Territorial Comprehensive Development Standard.

"Thanks to KHC’s housing support tools, in 2024 we ensured the commissioning of more than 3.2 million square meters of housing — that is more than forty thousand Kazakh families who received their own homes. But our goal is not just square meters. We strive to create a comfortable living environment in the regions with affordable mortgages, quality infrastructure, and digital solutions for your convenience," said Altai Kuzdibayev, Chairman of the Board of JSC “Kazakhstan Housing Company”.

The mechanism targets comprehensive development projects that promote the development of social infrastructure, creation of public spaces, and enhancement of a comfortable and safe urban environment for citizens.

Requirements for developers to receive support:

  • The developer must have at least 3 years of experience in housing construction;

  • A master plan for the project must be prepared in accordance with comprehensive development standards;

  • Construction duration must not exceed 36 months;

  • The developer must own or lease the land plot;

  • KHC guarantee is required (it is possible to involve equity participants with permission from the local executive authority).

Another key requirement is the commitment to provide finished apartments at fixed prices according to the established cost standards. These apartments will subsequently be transferred for rent with a purchase option for local executive authority queue participants.

Financing terms:

  • Amount: from 100,000,000 KZT up to 30% of the project cost according to the design estimate;

  • Interest rate: 12.6%;

  • Financing term: no more than 36 months.

Applications for project financing can be submitted via the official online portal: https://homeportal.kz. Applications are reviewed within 35 business days.

Additionally, participants were introduced to the new regional mortgage program “Orda Aimaq”, launched on April 7, 2025. This program allows citizens to purchase housing under a shared participation agreement in projects with KHC guarantees. The event also showcased new digital services of the Unified Information System for Shared Housing Participation Qazreestr 2.0, designed to automate key interaction processes with external organizations in shared construction.

New digital services include:

  • Electronic DDU submission service: allows automatic submission of shared participation agreements (DDU) from the developer’s external system to Kazreestr, reducing manual work, minimizing errors, and shortening registration time.

  • DDU information retrieval service: provides external systems with up-to-date data on registered DDUs (participant details, DDU files, registration extracts) from Kazreestr, enabling automated verification.

  • Analytical dashboards: interactive dashboards with key performance indicators of developers and authorized companies, including sales dynamics, regional and period DDU statistics, and other critical data.
