Amendments have been approved to the methodology for determining the guarantee fee for shared-construction projects.
The updated methodology, approved by the order of the Minister of National Economy of the Republic of Kazakhstan, aims to reduce the “shadow” market in shared construction, increase the investment attractiveness of the sector, and support responsible developers, particularly in the regions.
Developers can now submit applications in accordance with the new methodology. The updated conditions make participation in the guarantee system significantly more attractive and open new opportunities for the development of the construction sector in Kazakhstan.
What has changed and how will it benefit developers?
1. Reduced guarantee fee rates:The size of the guarantee fee now directly depends on the company’s equity contribution to the project. The higher the share of own investment in the form of ongoing construction, the lower the rate:
- Own contribution up to 25% — guarantee fee rate 1%
- Own contribution over 25% up to 50% — guarantee fee rate 0.75%
- Own contribution over 50% — guarantee fee rate 0.5%
- If the equity contribution is confirmed in cash — guarantee fee rate 1%
2. Zero rate for regional projects:
If the project is implemented outside the cities of national significance and this is the first guarantee from the Unified Housing Construction Operator, the guarantee fee rate is 0%. This is particularly relevant for developers operating in regions and small towns.
