Rent-to-own housing program

JSC «Kazakhstan Housing Company» implements rental housing projects with the right to purchase within the framework of the Concept for the Development of Housing and Communal Infrastructure for 2023–2029.

The program provides rental housing with subsequent transfer of ownership to the tenant upon fulfillment of the contract terms.

Key Program Terms:

  • Interest rate: 3.1% per annum;
  • Lease term: up to 20 years;
  • Age limit: The tenant must not exceed retirement age by the end of the lease term (otherwise, a guarantor is required);
  • Down payment: Not required;
  • Application fee: None;
  • Payment type: Annuity;
  • Early buyout: Possible at residual value;
  • Final outcome: Ownership transfers to the tenant at the end of the lease;
  • Utilities and property tax: Paid separately.

Who Can Participate

Applicants for participation in the «Rental Housing with the Right to Purchase» program can be:

  • Citizens of the Republic of Kazakhstan and Kandasy, registered as in need of housing in the «Housing Provision Center» electronic database.
  • Employees of State and Non-State Legal Entities – based on lists formed under signed agreements (memorandums).

Selection Process - if apartments are available, JSC «Kazakhstan Housing Company» sends the relevant information to JSC «Otbasy Bank» and/or state and non-state legal entities to conduct selection and form lists of applicants. The formed lists are sent to the Company for a solvency check.

IMPORTANT: For questions about participation in the program and inclusion in the list of applicants, it is necessary to contact the akimats at the location of the rental housing and/or «Otbasy Bank» JSC, as well as monitor the information posted on their official Internet resources.

How to Obtain Rental Housing with the Right to Purchase

To obtain rental housing with the right to purchase, it is necessary to go through several stages:

  • Be included in the program’s applicant list
  • To receive an invitation from JSC «Kazakhstan Housing Company»
    IMPORTANT: Without an invitation, moving to the next stages is impossible
  • Submit an application online
  • Pass a solvency assessment
  • Receive approval and book an apartment
  • Inspect the selected apartment and sign the application for receiving housing
  • Conclude and register the rental agreement for housing with the right to purchase
  • Sign the acceptance certificate and move in.

How to Submit an Application for Rental Housing

Once the applicant list is received, KHC sends an invitation (notification) to the applicants.

Applicant:

  • Notification: Received via SMS and/or email.
  • Timeline: Complete the application via the Personal Account on the Housing Portal within 10 (ten) calendar days of receiving the notification.
  • Documentation: Upload documents according to the Required Documents List (link).
  • Submission: Sign consents using an EDS (Electronic Digital Signature) key and submit the application for review.
