Kazakhstan Housing Company Continues to Finance the EUSM National Project: Bond Loans Granted to the Akimats of West Kazakhstan Region and Pavlodar Region

Kazakhstan Housing Company (subsidiary of Baiterek NIH JSC) purchased bonds of Akimats of Pavlodar and West Kazakhstan regions as part of the National Project for Energy and Utilities Sectors Modernization (EUSM). The total volume of financing through the purchase of bonds of the local executive bodies of the two regions (government securities of local executive bodies) amounted to KZT16.6 billion including KZT5.7 billion allocated to projects in Pavlodar Region and KZT10.9 billion - to projects in West Kazakhstan Region.

The latest repurchase of Akimats bonds by KHC is aimed at modernizing 10 heat and power supply facilities in Pavlodar and West Kazakhstan regions.

In the city of Ekibastuz, Pavlodar Region, projects are underway to reconstruct two main heating pipelines aimed at upgrading critically worn-out networks (90–96%) and repairing damaged sections. The implementation of these measures will significantly improve the reliability of the heating system, ensure stable and high-quality service delivery to all customers, and guarantee an uninterrupted heating season. The total cost of the projects is KZT2.8 billion.

In the city of Aksu, Pavlodar Region, two heat supply networks are being reconstructed, with worn-out pipes (54.5% wear) being replaced with modern ones featuring improved thermal insulation and the use of advanced technologies aimed at reducing heat loss. The total funding for these projects amounts to KZT2.9 billion.

In the city of Uralsk, projects are underway to renovate heating mains with a network wear rate ranging from 65% to 88% and a service life of over 30 years. Upon completion of the work, approximately 32,1 thous. residents will be provided with a reliable heat supply, while network wear and tear will decrease to 40–46%, which will improve the quality and sustainability of utility services. The total cost of the projects is KZT3 billion.

Another modernization project involved the reconstruction of the neighborhood heating networks in the Stroitel microdistrict of Uralsk (KZT920 million). Upgrading the utility infrastructure will reduce wear and tear from 65% to 20% and provide high-quality heat supply to about 10 thousand residents. Reconstruction and construction of power grids are also underway in the region’s districts and in Uralsk, totaling approximately KZT7 billion with a total length of over 470 km.

According to the National Project, a total of KZT13.5 trillion is planned to be allocated over the entire period (2025–2029) including KZT1.9 trillion to be financed through the purchase of state securities of LEB.

For information: As a reminder, as part of the EUSM National Project implementation, the KHC provides financing to natural monopoly entities (NME) through two mechanisms (i) by purchasing bonds of Akimats for state-owned NMEs, and (ii) by subsidizing loans from STB, BRK JSC, and MFOs for private NMEs.

The project’s goal is to reduce the level of wear and tear on the country’s energy and utility infrastructure and ensure the reliable and high-quality provision of utility services to the population.
